Santa Monica-based RAND Corporation, a nonprofit global policy think tank, research institute, and public-sector consulting firm, has announced an 11% reduction in its global workforce as part of a cost-cutting initiative.

The personnel realignment impacted 192 employees, with layoffs commencing on October 21, 2025, and the final 72 layoffs at its Santa Monica, California headquarters being completed by November 2, 2025.

According to a company spokesperson, "Today we made the difficult decision to reduce our workforce by 11 percent, returning RAND to its size of a few years ago. This shift aligns our resources with changes in the broader research environment.

We want everyone to know that our departing colleagues are skilled, dedicated professionals who have made lasting contributions to RAND’s mission. We’re proud to have worked with them and will do all we can to support them as they move forward. They will always be part of the RAND story."

Fairfax, Virginia-based ITC Federal, an IT solutions and enterprise services provider of digital services, mission support, and cybersecurity for federal agencies, has announced a reduction in force in its Lincoln, Nebraska office, which is expected to close by the end of 2026. Similar cuts are ongoing at its other offices to contract losses from the U.S. government.

The reduction will impact 192 contract employees who process immigration paperwork for the U.S. Citizenship and Immigration Service.

Austin, Texas-based Southwest Key Programs, a nonprofit organization that operates shelter facilities for unaccompanied immigrant minors and immigrant youth, as well as youth justice and educational programs, has announced a mass reduction in force due to a sudden and unforeseen federal funding freeze and a stop placement order from the Office of Refugee Resettlement.

The reduction in force will impact 1,467 employees located in Texas, Arizona, California, Georgia, New York, Wisconsin, and Florida.

According to a spokesperson, “It is with a heavy heart we share, as a nationwide provider for the Office of Refugee Resettlement, Southwest Key Programs, received a stop placement notice from the federal government on February 28, 2025, for all of our programs serving Unaccompanied Children. This unexpected notice has created a challenging situation for Southwest Key. Southwest Key Programs is committed to ensuring an orderly transition in close coordination with our federal partners. We appreciate our dedicated staff, whose professionalism and compassion have shaped our programs and aided those we serve. Southwest Key Programs has modified its operations at some locations in line with national policy changes. As such, we made the difficult decision to conduct a reduction in force.”
